Indian Reservation Policy and the Future

While we have always identified India with the caste system, the Dalits suffered inequality. Dr. B. R. Ambedkar played an important role in introducing the reservation system for their welfare. Apart from India, many countries face the problem of disadvantaged minorities and their elevation. The quota system for seats in parliament, schools, and colleges, and jobs do help in maintaining a balance.
Political representation for SCs and STs
Dr. B. R. Ambedkar, even before Indian independence in 1947, sought political representation for SCs and STs. He envisaged reserved seats and a separate electorate. This proposal led to differences between Gandhi and Sardar Patel. Even earlier, in 1909, the British Rulers had introduced something similar on the basis of religion.
According to Article 46 of the Indian Constitution of 1950, "The State shall promote with special care the educational and economic interests of the weaker sections of the people, and, in particular, of the Scheduled Castes and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation. “
Where do we stand today?
Controversies must continue. In July 2021, the Prime Minister agreed to a 27% Reservation to OBCs (other backward castes) for seats in medical colleges. The Opposition claims that the proposal was suggested by Congress 7 years ago after the Mandal Commission recommendations.
Many communities desire something better like the separate statehood demands in Bengal and Assam. History has been cruel to some groups. Is it possible to ensure equitable justice for all? Some believe that only political agitation and the path of violence can bring such solutions. India has always desired peace but the situation economically and politically is not perfect. Further, the covid19 pandemic has thrown normal life into a mess.
According to the grandson of Dr. B. R. Ambedkar, Prakash, he wanted SC/ST seat reservation in Lok Sabha and State Assembly constituencies for 10 years. According to other authorities, this is a wrong idea about Dr. B. R. Ambedkar’s idea in 1919.
As of today, hope remains for the demoralized millions in India! The Reservation policy remains in force, renewed until 2030, for SC, ST, and OBC. Parliament unanimously extended the reserved seats until 2030 in December 2019.
Dr. B. R. Ambedkar’s efforts about a hundred years ago have borne fruit today. What happened then? Political representation succeeded in the 1920s with the Bombay, Madras, and Calcutta Presidencies. These presidencies had nominated untouchable members. The British Rulers were compelled to nominate two untouchable members to the Round Table Conference in 1930. Finally came the Government of India Act, 1935.
